Dan Rather reported on the poor quality of paper used in Florida 2000, when so many problems occurred with hanging and dimpled chads. The ballot paper was inadequate. The suppliers knew it when they heard the news.
Further research projects:
>>Who is responsible for ordering the paper? Upon receipt, doesn’t someone quality-check it?
When the paper was returned to the supplier, who photocopied the label and put it back on the roll and reshipped it?
